I really want to cancel Adobe from charging me anything but theirs a cancellation fee. I don't know when to cancel it when my plan ends February of the next year. I don't know what date I don't have to pay a fee for cancelling?

The fee is 50% of the charge for the current year. It is zero in the last month before auto renewal. It's always cheaper to cancel than pay until there is no fee.
