It seems unfortunate that Adobe doesn't offer a CC membership discount to Government employees or Military members. Oversight or am I missing it somewhere?

You're not missing anything. Adobe offers discounts to people in education (teachers and students), but not as a regular plan to anyone else. There are 1 or 2 sales a year when you can get a discount, but they're not renewable. You never get more than a single year of discount.
