Transfer of license.

I'm working with a satelite office who purchaced a new PC and wants me to transfer InDesign to the New PC. This New PC was purchaced in conjunction with the user of the PC changeing.  I've been able to install the trial version to get the new person the ability to use the product. She tried signing into the adobe account she had for the user she replaced but is getting prompted to receive an account verification text on the old users cell phone. Since this is a subscription based license, it makes sense to move the license to the new employee. What is the procedure to create an Adobe account and move the license to the new user's account? I've searched online and the only info I see is how to transfer the license if there is a new owner. In this case, it's the same owner (business) but a new employee. Do we need to complete the transfer of license form and go through all the steps involved or is there an easier way?

If this is an enterprise or team license you need to contact Adobe using the Admin Console. The Admin Console is available only to the contract administrator.

If this is a retail subscription it belongs to the original person for whom the subscription was made and is absolutely non-transferrable. The company has no rights or ability to administer the contract, change the name, or anything else. The original subscriber cannot transfer it either. A new person needs a new subscription purchase.

If this is a Teams/Enterprise licence, you can simply reassign the licence to the new user using the admin console: https://adminconsole.adobe.com.

If it is a single user licence, the licence is tied to that user. If you do not have access to the phone that is tied to that account, you will need to have at least access to the e-mail address. These resources may be of help:

To contact Adobe support: Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen. Pop-up blockers need to be disabled! If the chat window fails to open, or is non-responsive, use a different device to start the interaction.
Support phone numbers may be found here: https://helpx.adobe.com/contact/phone.html. Please note that phone charges may apply.

Hi there,

Thank you for reaching out. You can contact us at (https://helpx.adobe.com/support.html) and select the chat button in the lower-right corner of the page as suggested by @BobLevine. If you are Enterprise or team users, navigate to the Support tab in the Admin Console as suggest by @Test Screen Name. For more details on Enterprise and Teams, you may visit this help article (https://helpx.adobe.com/enterprise/using/support-and-expert-services.html). I hope it helps.

Nobody here can help with this. You'll need to contact Adobe directly.

I hate to sound like a Noob, but how exactly do I contact Adobe. I can't find an email, phone number, chat window or anything other than this forum.
