Seems that you have been trying to view a file using Adobe Acrobat Reader mobile app and that returns an error that, Adobe Acrobat Reader DC for Mac or Windows is required to open the file. 

If you are getting this message while viewing a pdf in a browser or mobile device, you are most likely trying to open a Dynamic XFA (XML Form Architecture) PDF. To view such pdf documents, we recommend you to download the file locally and open it either in Adobe Reader or Adobe Acrobat. because there files are not supported on mobile.
