There was a email address shared via private message if you didn't receive earlier then I am sending it to you again, to which you can send your file.
As you have shared in you last message,that you can see the comments when you share the file with you but the end user isn't able to do the same. I assume its a problem with the app he is working with, so you may send the file to us will check and let you know the same.

As per our email conversation-
We have tested the same file on two different OS (iOS and Android) and it worked perfectly fine. We aren’t able to reproduce the same issue.
When file is shared via email using the Acrobat Reader mobile app, the end user is able to view the comments. That means in your case problem is at the end user’s app. Tell him to check in the Acrobat Reader mobile or desktop application and should have the Chinese font pack installed.
There isn’t anything that you need to change at your end.
