I am signed in to Adobe Pro on my IPad, but am still unable to open. How do I get DC on my IPad?

From the description, it looks like you are trying to open a Government form or an XFA dynamic file on your device.

Such files have a compatibility issue on the mobile platform and require the desktop version of the application for viewing and filling.

What is the name of Adobe Acrobat for Mac? I have a premium subscription for my iPhone but I have been unable to access a Mac app that recognizes my premium subscription to edit PDFs.
