Removing endpoint remote access

Someone has stolen my identity and taken over everythinv associated with me. My homes, so im basically homeless, vehicles (i dont have one) all financial accounts, all files, the list goes on. Altered medical records, i suppose for medicaid fraud, he has taken over all email accounts and hodes behind them to commit crime after crime. He has hijacked my network as well. As soon as i begin taking measures to remove the remote access he has changed something or deleted something. All antivirus software is useless as he customizes that, too. I cant even maintain a telephpne number which is crucial for tfa and not to mention the constant threats and harassment. I guess hes just a spoiled selfosh psycho bc ive never met him. Why does he think he deserves my money and i cant even feed myself as he even syeals food stamps?
