'Add User' Icon does not appear - suggests 'Manage in Admin Console' instead

Hi folks,

Currently starting up with Sign, but the 'Add User' button doesn't appear either in the User list or when adding Users to a group. I suspect this has to do with profiles in the admin console but I don't know what I'm looking for! I've attached a screenshot...

Any help appreciated!
