Adobe Sign - can't create an app/project

I have an active Acrobat Pro plan, but when trying to create a Adobe Sign app it shows the option disabled.

I'm having issues similar to this as well. Very frustrating. I keep getting the download Reader message when I have the full version already... and am unable to sign the doc. This is only sporadically, as some docs of the same type I can sign. I sure wish they would fix this.
