Link to PDF requiring multiple signatures

How can I make this workflow happen:

1.  Add a link on my website to a PDF

2.  An anonymous applicant visits the website, clicks on the link, fills out the PDF and signs off

3.  The form is routed to a second applicant and that applicant signs off.

You can create a widget but this is for a Single signer.

A widget is a signable web form that you can create and embed on your website or link to, so multiple people can easily access your document to sign. It's especially useful if you need to post a form on your own website for signature. Each signer completes the form separately, and each individual's transaction is recorded on the Manage tab.

You can set up a widget to have permanent counter-signers. These individuals always sign after the person who visited the widget has completed and signed the form.

For widget you will have to upgrade your Adobe Sign Individual account to Business or an Enterprise service level. For that you can contact our sales team on the number mentioned in the below link:

Thanks for the suggestion but this does not address my needs.

Sorry for the delay in response.

As you are looking for a workflow mentioned above, did you check if the Adobe Sign Widget workflow?

A Widget is a web form that you can embed to the website and anyone that open the link can fill the form.

Once the first signer signs off, the form can be routed to the second signer depending on how the workflow created in the widget.
