In general, sizes of objects on the page are expected to change as you resize the page, otherwise they may be too large/small for the page. That said, I can see some instances in the screenshots below where the changes happen in an undesirable way.
For the text "2150 ... Windsor", you may have better luck grouping it with the blue footer bar
I assume the "Williams Food Equipment.com" logo is an image? The fact that it gets cropped looks like a bug. If you don't mind sharing your Express file for us to investigate, please send me a direct message.

Ok, the issue with logo being cropped appears to be specific to linked assets (e.g. library items and .psd/.ai assets). While we investigate a fix, a temporary workaround might be to use a regular asset instead (i.e., use a .png/.jpeg instead of .psd/.ai, and upload it directly rather than from a library or brand).
