Announcement made it seem like everthing new is included but then seemed to imply it requires a new license. What's added, subtracted, changed in my plan? Not paying for anything new. Web tools added? Desktop? Mobile?
"Creative Cloud + random product names" is ridiculous branding for existing CC Photo users
Sounds like a trick to force upgrades. If not, learn to use clear, simple english instead of marketing speak.

Creative Cloud Express is free to use for everyone. There is a Premium version which includes more features and content, and that is not free.
The Premium edition is included with Creative Cloud "All Apps" plans, as well as single-app plans over $20.99/month.
Consequently, Lightroom and Photography plan subscribers get the free version of CCX, but don't automatically get the full/premium version.

If the OP is not a student and has just the Photography plan, then the premium version of CC Express is not included in their plan.
"Creative Cloud Express premium is included with Creative Cloud All Apps and flagship single-app plans over $20, and is free for K-12 education."

@ProDesignToolsSpark is now Creative Cloud Express and anyone who's been using Spark premium will continue to have access to Creative Cloud Express premium as long as their subscription is active. I encourage @ampm99 to check https://account.adobe.com/ to see if Creative Cloud Express is included.

Unless the OP had a separate subscription to Spark Premium, they will not now have access to Creative Cloud Express Premium.
That's because Spark Premium was recently removed from the under-$20/mo. Photography and Lightroom plans, and replaced with the premium versions of Premiere Rush and Photoshop Express for existing subscribers.
So, the bottom line is having the Photography plan by itself will not give access to CC Express Premium. The free version of CC Express, of course, is available to everyone.
