I need to download my video. The pop ups loads but the progress bar is not moving. I have download file in the past and I try logging out and clearing my cache.

Try clearing your cache and cookies, then attempt downloading projects in Adobe Express again. Let us know if you continue to experience issues.

The issue with video download stuck at 0% is now fixed. If you have Express already open in a dekstop browser tab, you may need to reload it to pick up the fix. Please let us know if you continue to see this issue. Sorry for the inconvenience.

of course I did all that trouble shooting. I'm dissapointed that it took support so long to acknowledge that it was a site wide issue as now listed on the status page: Adobe System Status

@Jerald La Madrid, Ok, I am sorry you are still having issues. After Adobe status said the issue was resolved, I tested downloading which is what most people were reporting here and that appeared to be working again. It is possible there are [still] other issues.

We're sorry for the delay. Can you try using the other suggested browsers (Safari, Microsoft Edge, and Google Chrome) to see if it makes a difference? You may also try clearing the browser's cache and cookies to see if that helps.

I HAVE TRIED 5 OTHER BROWSERS, UPDATED MY LAPTOP, TRIED USING MY OTHER LAPTOPS. BOUGHT A PC SO I COULD USE IT ALONGSIDE 256GB OF RAM AND IT HAS DONE ABSOLUTELY NOTHING. I HAVE ALSO TRIED HAVING ONLY THE ADOBE EXPRESS PAGE OPEN AND CLOSING EVERYTHING ELSE I HAVE OPEN ON MY COMPUTER. NOTHING WORKS I AM 100% CONVINCED THE ISSUE IS AT THE FAULT OF ADOBE AND THE PROGRAM. ADOBE IT TEAM PLEASE FIX ADOBE EXPRESS SO IT ACTUALLY FUNCTIONS
