Can a scan be sent to Apple Wallet?

I want to know how I can send a scan to my Apple Wallet. At the bottom of the event page that has the info, it has the Apple Wallet button and says add to wallet. When I try to add event I receive an error message that says "Sorry your pass cannot be installed to Passbook at this time." Can anyone help?  Using iPhone 8+
