Copy Text to Universal Clipboard

When I'm scanning a document and copy the recognised text on my iPhone to paste on my MacBook, the clipboard seems empty. I have to paste the text into any other app on my phone and copy again to make it available in Universal Clipboard. What could be the cause of this? This minor annoyance really is in the way of an otherwise quick, intuitive workflow to digitise text.
