Only rendering on half of threadripper cores

Assumed it would get patched with rolling updates since its new hardware but its stuck around for a while.

Ae is unable to use the entire die on the big threadrippers, Ive never seen it render on both banks at the same time, complex scenes, simple image sequence re-rendering, cant ever saturate it past what usually looks like below.

This is a limitation of Windows 10 in that a process can only address one of the groups of cores. Windows 11, if you're able to upgrade to that, will enable all groups of cores to be used at once.
