After Effects stuck on splash screen - no plug-ins installed

AE will not load up, it gets stuck on the splash screen both v22 & 18. I have no plug-ins installed.

Have attached the crash reports for both versions.

Would you reset your preferences?

You hold these keys and launch After Effects.

This worked, but I had to do it twice as the first time it still froze. Tried it one more time and it loaded.

Sorry, I have to un-mark this as correct as it only worked that one time. I have tried opening AE since then on different days and it still hangs on the splash screens, have even tried the cmd+opt+shift and it hangs & goes un-responsive and needs to be force quit. 

The weird thing is that when it goes 'rainbow-wheel' unresponsive its on the "Initialiazing Required Components" part of the screen, but when I do a force quit for a second it acts like it was going to load up and goes to the next message of "Initialiazing MedaCore" before doing the crash report screen.

i am facing the same issue.
i even tried the  Command + Option + Shift Key several times and still AE is stuck on this screen.

I hve the same issues running Windows 10.  Have tried the CTRL+ALT+SHIFT trick but to no avail.
