The lack of a dedicated graphics card is going to be a problem. intel on-borad graphics are notoriously bad for serious apps. The rest is a question of "Maybe?!" Some things will work just fine, others will be extremely slow on such a weak processor. the details depend on the specifics of the projects, but you should not expect 4k videos to play in realtime or complex projects to be particularly fast.
