Create pattern fill from a cropped section of video

Is it possible to take a cropped section of a video and use that to create a pattern fill? I have a video that is 1080x1920 and a small portion of it say 200x200 (basically a clean area of animated dust over black) I want to use to generate a fill for another comp that is 1080x1920 so that dust can be used as a pattern source to fill a larger area?

However, the edges will not be seamless.
