Frame Roll transition?

I'm looking to do a frame roll transition like this one:

Please note that the transitions rolls from one frame to another frame. This is different from applying the Motion Tile or Offset effect in After Effects, which rely on mirrored edges and motion blur to convey a 'smooth transition'. But it isn't quite the same as this transition in the above video. Thanks to anyone who can help.

    Make a nested comp for the outgoing shot.  It has more vertical pixels than usual to make the horizontal bar.  Position the video at the top of the comp, and a black solid underneath.

    Now put this nested comp and the incoming shot in a main comp.  Parent both layers to a null.  At the point of transition, animate the null's vertical position.  The details are up to your personal taste.

    Pretty easy, actually.

    Well, you could just buy/ rent the effect for a month and do your work? Otherwise you'd have to build it using pre-comps and suitable footage sources to create the filmstrip. Perfectly doable, just not a 5 minute job since apparently you will need a large comp to create the moving illusion and will need multiple duplicates to build each transition on its own.

    I have the pre-comp and video layers. Its an animation.

    I just want the transition to roll from one scene to the next. I have seen this done.
