Sapphire and Boris Continuum have different halftone effects. Otherwise you'd have to get into Card Dance, Particle Playground and other such effects and learn the fine art of creating custom property maps to create the raster...

If you set up an animated gradient over a grid of circular gradients and set the blend mode to hard mix you can get a halftone transition that works really well. The easiest way to generate a grid of circular gradients is to use Cell Pattern and set the Disperse value to zero. Adjust the Size, Contrast and set the Overflow to Soft Clamp. Then just put an animated gradient on the top and set the blend mode to Hard Mix.

Hard mix produces aliased edges so the easiest way to smooth them out is to create the animated halftone pattern twice as large as your main comp, add it to the main comp and then scale it down 50% and use it as a luma track matte for the layer you want to reveal.

This should give you a place to start.
