How does AE calculate the wiggle value,, can a plugin generate the same values?

Hi, I'd like to recreate the expression wiggle within a plugin and ideally generate the same result.

I'm guessing it's perlin noise.  Currently using expressions to wiggle plugin params but would prefer not to.

Are you intending the plugin spit out the result via a slider? Or is the value to be used internally inside the plugin? A few years ago I wanted to build a more advanced version of ease and wizz, but plugins can't update sliders per frame without user input unfortunately (since CC2015 I belive).
