The background is just random flashes of Fractal Noise colorized with Tint or whatever. and of course it's layers on top of layers with blending modes like Add or Screen to get that "optical" effect, including the grid and dust specks.

    Mylenium has it, but if you need a little more guidance, take a look at the included presets for backgrounds.   Motion Island created preview gifs of each, which makes it easier to compare:

    I think that background looks a lot like Apparition, with some tweaks.
