Adobe After Effects is an application, which is used to create motion graphics and animation.

Many of the effects you can produce in After Effects are created by applying plugins.  Plugins are additional pieces of software that work inside After Effects to generate effects and other things.  Companies other than Adobe create hundreds of plugins for different purposes.

Video Copilot produces plugin software which can be used as an add-on to After Effects.  Some of them cost  money, some are free.

    Some of the plugins include:

Element 3D - this is a complex tool that generates true 3D models and animations quite quickly.  It requires additional 3D models to be much use, some of which cost more money.

    VIDEO COPILOT | Element 3D V2 - 3D Object based Particle Plug-in

Optical Flares - this creates realistic lens flares.  (There is also a very simple lens flare plugin included free with After Effects.)

VIDEO COPILOT | After Effects Tutorials, Plug-ins and Stock Footage for Post Production Professionals

Sabre - creates energy-like beams, like light sabres. (Sabre is free.)

Okay, your question depends on what you mean by 3D.

After Effects can rotate objects in 3D, but typically those objects are flat images.   So if you import a flat logo image into AE, you can make it a 3D layer and rotate it.  But it will be flat like a piece of cardboard, and look very skinny when you see the side of it.

After Effects has built in tools, like the Cinema 4D plugin, or the older ray-traced render engine, that allow you to make 3D elements.

But, if you want to use Videocopilot's tools, Element 3D is what you need.  It's a good way to create quite good 3D models that render very quickly, but it does have limitations.  For rotating, textured 3D logos it is ideal.

VCP Element 3D costs US$200 for the basic plugin.  You can then choose to buy additional textures, lighting presets, and 3D models, all of which cost more money.
