Correct answer mimic400

Ive  tried what you  said and it turned out that the problem was that on my recording software, the output (scaled) resolution was the one that was 640x360. I changed it and i no longer have that problem, Thank you for your help.

According to the Info to the Right of the thumbnail for the footage in the Project Panel, your footage is a 360 X 640 H.264 MP4, and that is awfully small. It looks like your comp is probably a vertical standard HD 1080 X 1920. You are going to either have to find a higher resolution copy of the footage or record one or scale up the footage 300% and live with the artifacts.

If your only option is to scale up the footage try using the Detail-Preserving-Upscale effect. It will offer some improvement but it cannot work miracles.
