Then break it down into layers. The spray paint overlay for the background can be created with any one of several 3rd party particle systems like Trapcode Particular or Boris FX, the text is another hand-drawn layer, the dripping paint look can be achieved by a simple animated shape layer. The text and dripping paint from the letters could be combined into a single animated shape layer. The text requires some good drawing skills and Illustrator would be my tool of choice to recreate the look.

The spray paint layer is going to be difficult for a novice with no budget. Personally, I'd probably get a piece of glass from a hardware store about like this: 30 in. x 36 in. x 0.092 in. Clear Glass, then hang a black card or black cloth about 4 feet behind it, put one light back there about 45º to the glass, then take a pin and poke it in the nozzle of a cheap can of white spray paint to get the paint to splatter instead of being a fine mist, then shoot two or three takes while you spray the glass. You could then use that shot as a matte layer for a white solid to easily create a completely organic spray paint pattern that would take many hours of experimentation to create in Particular and you would be out less than $20 and an hour of your time.
