Hi @Marwan167,
Thank you for reporting this issue. What version of After Effects are you using when you encounter this error? And what are your system specs?
I don't see this error when moving layers down more than one or two steps using the Ctrl + [ shortcut in After Effects 23.3 on Windows. Since the error is coming from a script, is it possibly coming from a script or extension docked in your workspace? A screenshot of your whole workspace, when the error occurs, would be helpful.
Thanks for any additional information you can provide,

I am operating on an Asus Rog Strix G15 laptop

The error happens when I press Ctrl + [ quickly or keep the buttons pressed.
and this is a full screenshot of my whole workspace:
Thank you.

Thank you for the system info and the screenshot, @Marwan167. I don't see any third-party panels docked in your workspace, but do you have any third-party extensions, panels, or plug-ins installed currently?
I ask because After Effects on its own does not run any scripts when you reorder layers with Ctrl + [. However, some third-party tools continually "watch" the project for changes, and this might be a case where a quick action is causing the third-party tool to fail.

For plug-ins, you can start in Safe Mode (via Edit > Preferences > Startup & Repair) and see if the issue still occurs. For scripts, could you send a list of scripts listed in the Window menu? There might be an obvious offender listed there. You could try moving all of those scripts out of the ScriptUI Panel folder and see if the error continues to occur.
If removing the scripts stops the error from occurring, I'd recommend removing half of the scripts and then try reordering the layers. If the error occurs again, remove half of those scripts and try again. Otherwise, put the other half of the script back and try again. Repeat until you've found the offending scripts—this is called a binary search and it is usually much faster than reinroducing scripts one at a time.
Since this appears to be a third-party issue, I'll be moving this thread from Bugs to Discussions.
Cheers,
