How to Enable GPU supported Graphics Card  in After Effects in After Effects

If I were you I would not be messing around in command prompt or trying to hack your system files with workarounds you found on Youtube until I was at least able to figure out what the minimum system requirements for After Effects are and whether or not my computer met them.  If you can't figure that out then you have no business modifying system files or messing around in command prompt.

    If you do not have a compatible GPU, and the Intel built-in graphics in not one, then you either have to install a compatible GPU or buy a new machine that meets the minimum system requirements.
