Bridge 2019: Filter panel not responding to any selections

I have been  having an extremely frustrating experience of the filter panel not adding or removing the filters I select from the drop down menu! Uninstalled and reinstalled the latest Bridge CC 2019 to no avail...

    That shouldn't be happening as Bridge 2019 is not adding or removing filter in the filter panel, let us help make this right.

    Could you please restore Bridge preferences to default as mentioned in this article How to use the Adobe Bridge panels, manage workspaces, change language settings, and set user interface scaling preferen…  and let us know if that helps?

    I realized  I did not have the criteria in the file so the filter would not apply ...
