Visemes manually placed on Timeline don't align with waveform

When manually placing visemes to a waveform in the Timeline, I've noticed they consistenly perform later than they've been placed. It's kind of a guess where the appropriate placement should be to sync the visemes to the audio. Is this normal behavior for Character Animator? Is there a way to fix this?
