In Creative Cloud, if an app is Up to date or has an Update available, you have the followiung options: Manage Plugins, Learn More, Other Versions, Uninstall, or Add-ons. However if the status is Update failed, which usually happens due to having insufficient space, the options are reduced to Retry, Manage Plugins, or Other versions. I keep filling up my system drive because I have multiple beta versions of the software, plus the current version, and in some cases old versions of the software, like Premiere 6.0 to allow me to still work on old Muse websites I have floating around. So it doesn't take much to fill up my 500GB Nvme system drive.
So sometimes I want to uninstall different versions, but if the app had already tried to install but failed because of space, it won't let me uninstall. In fact at that point, if I want to uninstall, I have to first update the app, which I obviouly don't want to do if I am trying to uninstall, plus I'd have to clear up space to do the upgrade, which is the reason I am trying to uninstall in the first place. It is ridiculous. My other option is to run adobe cloud cleaner which is a command prompt removal program, which isn't ideal. If you are going to make it so the only real way to do an install is though Crative Cloud, you need to make sure you can unustal from there without having to clear up spaee and upgrade.

reset the cc desktop app by making sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html
if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes... and then reinstall using*
if that fails, do a clean cc install carefully following each applicable step:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

I had the same issue but was able to figure it out:
When you open the cc desktop app and go to the apps page, click on the 3 dots next to the text Installed apps on the top right.
There you can access the automatic updating options and you can switch it off.
Now after you reset the cc desktop app and go to the apps page you will get all the options again from the individual apps and you can uninstal without having to update.

I do not understand why the menu options have to change based on installation state. Can Adobe please just allow the uninstall option for update failed state? This seems like a majority of users expected scenario

Huge, thanks so much!
It seems every single Illustrator update I need to uninstall it and reinstall it for the update, else I cannot use it. This is great, keeps me from having to remove ALL off CC just to update AI.

kglad, THANK YOU!!!! This actually worked. It kept wanting me to update the app before I could delete it but the reason I'm deleting it is because I have no more space. It's infuriating but the Ctrl + Alt + R worked for me!
