Let people update and manage adobe software not insatlled on creative cloud

I need to update Adobe photoshop 2021 to Adobe photoshop 2023 but the software was pre activated and downloaded online. I want to update and manage software not installed from Adobe creative cloud including the apps that have their free trial expired.
