Can't share new cc libraries

I am unable to share cc libraries i create. I am using the exact same proccess as I did a year ago but I do not get the "Invite People" option for new libraries i create.

What I have tried:
Creating new business library in Illustrator and Adobe CC Desktop App (mac).
Creating new personal library in Illustrator and Adobe CC Desktop App (mac).

Renaming and sharing old cc library (shared cc library doesnt have its name changed and new contents can only be viewed by me)
