Let me see if I can help you and point you in the right direction.
1. Have you signed in here https://account.adobe.com/plans.
2. If yes, do you see the screen below:
3. If you don't see this, try using a different browser or incognito new tab and sign in again to see if that reolves the issue.
4. If that does not help you can contact Adobe Support via this help page. Note you will need to make sure pop-up blockers are disabled so that the chat window can open.
5. Another option is to contact AdobeCare on Twitter. Don't put any personal information in the initial tweet, but ask them to hlep cancel your subscription. I have used AdobeCare and they are very helpful.

Oh there is definitely a need to shout. I have been over and over the page
on this link and followed all the instructions. I don't have a manage your
account button on my plan. I need to speak with a site administrator or
customer service. There is no one to help me. I want to cancel because I
can't afford this site anymore and I have spent 5 hours trying. There is a
need to shout.

I recommend that you go to the Adobe dot com webpage and sign on to your Adobe account, click on the "Help & Support" option at top right and you will be directed to options to make contact directly with Adobe staff.
