that's probably related to your screen resolution.

if that's the only problem you're facing, it's not (imo) worth pursuing beyond reporting it to adobe, https://www.adobe.com/products/wishform.html

Tamal, what type of Creative Cloud membership are you using to install Photoshop CC?  Are you downloading and installing the software on a computer that meets or exceeds the system requirements listed in https://helpx.adobe.com/photoshop/system-requirements.html?

As KGlad mentioned, you may be encountering an issue with your screen resolution.  What version of Windows are you installing Photoshop CC on?  Please try reducing the scaling setting to 100 percent or the recommended setting for the display, and try the installation again.
