If you want to run adobe programs then you should check your internet speed firslty because due to slow internet these cause many problems such as hang pc, not performing activities as well.

Creative Cloud needs Internet access to install and update apps.  You also need Internet to confirm your subscription status every 30 days or so.  So while you can work offline, it's not ideal.  You won't have access to any of the great online services included in your plan like Fonts, Colors, Spark, Portfolio, Adobe Stock, Library assets, CC storage space, etc...
