Can't download CS4 Design Pack to Include PS

I purchased this design pack back in 09.  Have used PS exclusively from it since then.  Computer with it just completely died, can't find the install disks.  Have downloaded from the adobe link the design pack 3 times now.  First time when I went to install in the list of programs PS showed up, but didn't install.  I uninstalled and re-downloaded, 2nd and third time PS did not even show up on the list.  Have talked with the two chat service reps who did nothing but contradict themselves and offer no assistance. 

Is there a way to get a download link for this design pack that has a working copy of PS in it ???

    Thanks but that is the link I have used to download the pack 4 times now from.  It doesn't have PS included with it

    Brand new computer that I'm trying to put it on so there should not be any problems.  Seems quite strange if all the other programs will install but not PS

    Please download the setup file according to the Operating System.
