CS6 (Actions don't record image size!)

Actions... like these to speed things up. So making warning labels to adhere to a cabinet.... etc... 

I simply want to add a border to images of (prefferably any resolution / aspect), matte them onto a larger canvas with allignment lines extending beyond the edges, and DUPE them by the offset of the image that was pasted (thus including allignment lines).

Issue: Actions will NOT save the details for image size. Big stumbling block. It records canvas size changes. I went back and re-recorded but image size no go. It's just me. Seems to work elsewhere...
