You might use the Cleaner tool first to remove all the traces of Adobe Photoshop software installed on your computer:

Use the Adobe Creative Cloud Cleaner Tool to solve installation problems

Once uninstalled, try installing Adobe Photoshop and make sure that you are logged in as administrator on your machine.

How are you attempting to run the installation? Error 1316 is a Microsoft/Windows error and seems to be tied to networking issues. Are you attempting to launch the installation files from a network source? If so, copy the files locally and then attempt to install from there. Also, make sure you are double-clicking the EXE file to run the installation, not an MSI file.
