Fatal Error 143 When Installing & Updating

I went to install Adobe Illustrator today and I noticed there were some new updates. I tried installing Illustrator first and I got the error below. I tried updating Bridge, Premier Pro, and Media Encoder and got the same error. I have searched everywhere and I can't find a solution. I have given it Administrator privileges, disabled all Antivirus, Firewall, etc...I have also restarted my computer. Nothing is working. I had no issues prior to this update. I am using the Creative Cloud Desktop App on Windows 10 Pro 64 bit. Please help me. I have an urgent project to complete. Thank you.

uninstall everything cc including the cc desktop app.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the latest cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your cc programs/trials

Half of the programs uninstalled correctly. The other half give me this error. I even restarted my computer after I received it the first time. The remaining programs are in the following image.
