Fix Logtransport2 Error on Shutdown in Windows 10

i don't know where to put this so....

it's all on the title.

All fixes i see on articles are wrong to me because i have NO such things as 
- Desktop And App Usage
- Machine Learning (that says Yes, allow my content to be analyzed by Adobe using machine learning techniques.)

someone please save me from this (note : hapened only since two days, got everything update and running for years)
