I uninstalled Photoshop hoping it would solve my compatibility issue with the newest edition of Photoshop — and now I can not re-install the older Photoshop CC 2019 or 2018.
There is no download, update, or install button anywhere on the Cloud App. Do you know if there is access on the Adobe website?

Looks like Adobe only offers CC 2020. The 2018 or 2019 version links don't work.
I can't update my operating system because it's government property and the IT team have it on lock-down.

I don't have the option to download any Photoshop app at all — even though I've paid for a yearly subscription.
All I get is: Not Compatible, or Learn More.

Isn't Windows not a 64-bit version?
From the fact that Illustrator 22 is included, it is presumed that a 32-bit version of the OS is used.
The only option is to update the OS to the 64-bit version ...
We recommend that you consult your IT team for an OS upgrade.

Doesn't explain why I can not re-install the 2018 or 2019 version?
I've been working on IT to update my Mac OS for 2-years. They lost the Administrative Rights password. Apparently the only solution is to wipe my Mac and start from scratch [sigh].

You need to scroll down a little more.
The first block of "Previous Versions" is versions you have installed on your computer
Go down and click the arrow next to All Apps
That will open a list
Then you will get a list of apps with previous versions
If you click install - you will get a list showing versions available
