We can try providing full permissions to Adobe folders under :

C : Program Files(x86)  > Common Files > Adobe.

1) Right click on Adobe folder and select properties option.

Then uncheck read only option and Click on Apply.

2) Then click on Security tab.

Then click on Edit button .

3) Then click on User account named :

Administrator, System, Currently logged in user account name . Trusted installer.

Provide Full control all 4 users .

You need to select user account name and then tick the box next to Full control under Allow section .

After providing full control to all user , click on Apply and then click ok.

If you get any error , select ignore all and ignore.

Follow the same process for Adobe folder under C: > Program Files<x86) >Adobe.

Disable Anti-Virus and Firewall temporarily.

Then try to install using Creative Cloud setup file and check.
