Install error 702 (Already tried sudo chmod 1777 /tmp/)

Hi, I have tried sudo chmod 1777 /tmp/, but: chmod: Unable to change file mode on /tmp/: Operation not permitted. Can anybody help me? I need to do my homework... Thanks a lot.
