Installation won't launch - EXE file doesn't activate - Windows 7 - HELP!!

I've been running adobe CC for years. I've had my windows 7 machine for years too. It's old but it works. 

 

For some stupid reason I decided to do a clean insllation. My machine was running slow, I thought a clean install was a good idea. Once I uninstalled Photoshop CC I removed the cc installer app and ran the cc cleaner. I cleaned everythign. All apps, everything. 

 

I've restarted. Downloaded a new installer. When I click the installer exe file I get a spinning wheel for about 20 seconds and then nothing. I've tried this multiple times. I've tried cleaning again. It's still the same. 

 

I've been searching the internet but nothing jumping out. I've given the downloaded exe file permission, rand as asministrator etc. It's just not launching. I've therefore go no apps and no cc app manager. 

 

Anyone? 

 

I also get the attached error when I try and delete the exe file. I then have to go into task manager and end the frozen task. It's been doing this for hours!

    Mrsilvester, are you using the process listed in https://helpx.adobe.com/creative-cloud/help/download-install-app.html to install Photoshop CC?  What version of Windows 7 do you have installed on the computer?  What is the build number?

    yes I'm following that process. I'm following a few different processes, including that demonstrated by a adobe staff member across a remote session. They couldn't get it to install either. I'm still paying my subscription but can't install the software. I've tried a package install, cc application manager, cc cleaner, restarts, updated windows 7. I've never seen this before and I've been running cc since it was launched after cs6!
