Installer Failed To Intialize

i downloaded the creative cloud installer 3 or 4 times and everytime i try to run the installer, it comes up and says Installer Failed to intialize.

I am on windows 7

I deleted all the files manually from the program files, program files (x86) and common files directory, and i am now tring to reintsall creative cloud, so far it is working.

Creative cloud doesnt show up in my add/remove programs,so i am unable to uninstall or remove cause according to my PC its not there , only adobe program to show up is Reader.
