After the CD install failed with the "Installer failed to initialize" ewrror I contacted support and they gave me a download link... same error message.

Hi STCDennis,
Please share the PDApp.log from the computer "TEMP" folder.
Do not paste log here, put the log on pastebin.com and share the log there.

I looked in the temp file but found no file called PDapp.log

That's strange, Are you checking at the below location ?
Windows 7 and Windows 8 : \Users\[user name]\AppData\Local\Temp
Run the installer again, and after error prompt, please collect the logs from TEMP folder(location stated above) and share.

Yes. I tried to run the install again and nothing. I did find in this folder: Users\(user name)\AppData\roaming\adobe\logtransport2\logs... 4 instances of the following.
ulog_CS5_Dreamweaver CS5_67e6b2d

Each one is encrypted and appears to have different data.
