I've heard that even if a person has a compatible operating system that CS software applications cannot be installed, the activation fails and returns the error, "Activation Server Unavailable."
Can anyone verify if this is true?

As far as I know Adobe has not done anything to prevent people who own older products from installing them. The main inhibitor for that has been the newer operating systems themselves. You should try it and see, although CS(1) will not install at all and CS2 has to be a special version that Adobe provides that can be installed in place of CS(1) if that is what the person owns.
