None of the adobe installers launch (no errors given, just doesn't open)

I wanted to use Premiere Pro on Windows 10 so I tried to install the creative cloud which did not work. I also tried installing Premiere Pro on it's own which also did not work. Just for fun, I tried installing the media encoder. None of the installers opened. When launched I see "Adobe Installer (32 bit)" breifly in the task manager before closing (I run a 64 bit device which is odd). I tried launching as an admin, restarting the PC, updating the PC, and running two different cleaning/repair tools from Adobe themselves. My computer used to have the software installed but I fully reset my pc a while ago, but my D drive was never reset, so I tried turning it off and running the Adobe Creative Cloud Cleaner Tool again because I thought something in it might be confusing it but it still did not work. I deactivated all devices from https://account.adobe.com/activated-devices but still no luck. I checked the logs from the Adobe Creative Cloud Cleaner Tool and it seemed to be trying to uninstall from files that did not exist, which is either a sign of something going terribly wrong or maybe it just tries to uninstall from common locations automatically. I have no idea what to try next so does anyone know what I should do next?

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials

NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

Windows 10 Home with a 64-bit os and a x64-based processor. I used the creative cloud on this before I reset the computer.
