Problem installing LIghtroom Classic and Photoshop on my new computer

Built a new computer (Win11 Pro). I have the photography tools package in Creative Cloud. I went to my account on the CC site and logged out all active sessions, and deactivated CC on my old computer. I went over to my apps page on CC it never seems to load. It just sets there "sweeping". I cannot access my apps so that I can download them to my new computer. I tried logging in and out and checking every setting. It just will not show me my apps page. I'm a little bit frustrated by the fact that I can't get any real support for this issue, it just directs me to the forum.

I'm not sure I understand your situation. If it were me, I would start by uninstalling the Adobe Creative Cloud app through Windows and then re-installing it. I'm not sure what you mean by "real support". What, exactly, have you tried?

I can't uninstall Adobe Creative Cloud, because it has never been installed on this computer. This is a brand new Win11 machine.

I've gone online to my CC account, and deactivated my old computer (not the account, it is still active). I have also closed out any open sessions shown in my CC account. I did this to ensure that nothing was conflicting with the new installation.

When I go to my downloads page for my account, it never comes up. It looks like it's trying, but no matter how long I wait, this page never comes up. Thus, I am not able to download any apps to the new computer. I've never seen anything like this.

What I mean by support, is the ability to talk to someone at Adobe and/or at the very least chat with them. But, upon examination, I don't see any option for this. No place to submit a help request, make a phone call, or chat. I consider this support somewhat lacking for a paying customer.

unless you're trying to install old versions, this page explains how to install cc apps by first installing the cc desktop app. the links at the page bottom allow you to select the installer suitable for your os, https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
